Elan Planning Design & Landscape Architecture worked with the Town of Hague to design and build the Town of Hague Veteran’s Park on the site of the former American Legion Building. On November 12, 2011 the Town Supervisor, elected officials, representatives from the New York State Department of State, veterans, Boy Scouts, and local residents attended a ribbon cutting that was followed by a reception at the Town of Hague Community Center. The park includes a brass memorial bell, a memorial wall containing the names of all those veterans who were residents of Hague at the time of their enlistment, sitting areas, and memorial sculpture. The park sits along the banks of Hague Brook in the center of downtown helping to serve as a focal point for residents and visitors.

In October 2011, Elan coordinated with a number of communities to submit Consolidated Funding Applications for various project types. On December 8, 2011 the Governor announced funding for projects across New York State. Awarded applications completed by Elan include:

Lake George Environmental Park (Warren County)

The Lake George Environmental Park will be a 12-acre park on the site of the former Gaslight Village Amusement Park in the heart of the village. Warren County, the Village of Lake George, and the three “Es” – the FUND for Lake George, the Lake George Association, and the Lake George Land Conservancy formed a parnterhsip to oversee the design and construction of the park. Elan Planning and Design and members of its design team prepared a concept Master Plan that outlines various park components including interactive exhibits that teach visitors about the way water shapes our everyday lives, a festival space for various sized events, nature trails, fitness walks, interpretive signage, an interactive water fountain and playground area for children, a skateboard park, among other elements. To help obtain funding toe complete the park, the project partners hired Elan Planning and Design to prepare two grant applications under NYS’s Consolidated Funding Application 2011 round.

Funding was received from the NYS Department of State and the NYS Environmental Facilities Corporation to advance the Lake George Environmental Park. Funded elements include: permeable asphalt paving along West Brook Road, phase 1 festival space build out including a stabilized turf system; a ‘green’ stormwater solution in the center of the park, two at-grade crossings over West Brook, a park restroom facility and landscaping throughout the park. A total of $381,000 was received from the New York State Department of State and $738,000 was received from the Environmental Facilities Corporation.

Please visit the project website for more information: http://wbci.wordpress.com/

Redevelopment and Connection Plan for Pruyns Island – City of Glens Falls

Elan Planning and Design prepared an application on behalf of the City of Glens Falls to prepare a Master Plan for the redevelopment of Pruyns Island located on the Hudson River directly adjacent to the City’s bustling downtown. The project was identified in the Hudson River Local Waterfront Revitalization Strategy that was prepared for five municipalities along the Hudson River. The NYS Department of State funded the original study and this grant that will be used to prepare a redevelopment master plan for Pruyns Island, including a conceptual plan to connect the island to downtown to spur additional private development in the heart of the city. A total of $32,860 was received.

Hague Brook Stormwater Reduction Program — Town of Hague

Building on a number of projects designed and completed in the heart of the Town of Hague, Elan Planning and Design prepared an application to the NYS Environmental Facilities Corporation to incorporate green stormwater infrastructure to help preserve the pristine water quality of Lake George.

The Hague Brook Stormwater Reduction Program will retrofit two parking areas in downtown Hague using bioretention and permeable asphalt to reduce stormwater runoff into Hague Brook, which drains into Lake George. The parking areas are located in the heart of the downtown district and will allow for enhanced access for visitors and residents to hamlet businesses and activities as well as increase year-round tourism opportunities for the Town and the greater Lake George Region. NYS EFC awarded $44,000 to the Town to complete this project.

The Town of Fort Edward hosted its second public meeting for the Northeast Industrial Reuse Strategy on November 8, 2011. Over 50 people attended a presentation of the draft report including a vision statement, market recommendations for specific industry clusters, and redevelopment concept plans for the ‘uptown commercial area’ on NYS Rt. 4 and the industrial park. The industrial park redevelopment concept plan is centered on the GE Dewatering Facility; one of the largest and most complex environmental cleanups in U.S. history. The intent of the Brownfield Opportunity Plan is to spur investment in the industrial park to create jobs and enhance the tax base in Fort Edward and Washington County. The BOA Plan is being funded through a grant by the NYS Department of State.

The BOA study is being funded by the NYS Department of State and is intended to identify the future reuse of brownfield and underutilized sites throughout the Village including the Lyons Falls Pulp and Paper Mill that was closed in 2001 resulting in a loss of 500 jobs. Included in the public presentation was a redevelopment concept plan for the Mill site designed to accommodate future redevelopment of identified industry clusters.

Elan Planning Design & Landscape Architecture worked with the Town of Halfmoon to design, prepare construction documents and oversee construction of the Halfmoon Waterfront Park on the Hudson River. The park is made up of a variety of elements including: a viewing platform, a kayak and canoe dock, a picnic pavilion and restroom facility designed in the local vernacular, an open lawn area and parking. Charles Hoffman of Hoffman Architects, Saratoga Springs, NY, assisted in the design of the park structures. Ton October 13, 2011 the Town dedicated the park with a number of local officials, Chambers of Commerce, the previous property owners, and interested citizens. “This is a project we’ve worked on for a very long time, applying for grants, working our way through them and designing the project, and to stand here today we’re very pleased,” said Melinda “Mindy” Wormuth, Town of Halfmoon Supervisor. “The design concept was to not challenge the river or landscape that was here,” said Jere Tatitch of Elan Planning, Design, and Landscape. “We coupled that with a vision of classical design which is reminiscent of the heyday along the shoreline.”

The park’s riverfront location is an integral part of the Hudson River Greenway water trail. The park was built with a $270,000 state Department of State Coastal Resources grant and a $35,000 Hudson River Greenway grant. The town contributed $250,000 in funding and sweat equity through the labor of town employees. Click here for related news.
